A fridge water dispenser not working is usually caused by one of four things: the control lock is on, the water filter is clogged or badly seated, the water line in the door has frozen, or the water supply valve is closed. You can check all four yourself, though a frozen line takes a day or two to clear. If water still won't dispense after that, the water inlet valve or the dispenser switch has probably failed, which needs a technician.

Why is my fridge water dispenser not working?
Work through these checks, quickest first.
1. Turn off the control lock and close the door
Many models have a control lock feature on the panel. Samsung says that "on most refrigerators, Control Lock is turned on and off by touching and holding Control Lock for more than 3 seconds." LG gives the same instruction.
Make sure the door is shut firmly. Samsung says models with an external dispenser "will not dispense if the door is open." If the doors came off during installation, GE says to check that the door wiring harness is plugged back in.
2. Check the water filter
A clogged water filter is a common cause of slow flow. GE says a clogged filter "will result in no water or slow running water from the refrigerator dispenser," and recommends replacing it every 6 months. Whirlpool gives the same interval.
After installation, Whirlpool says to make sure a new one is "locked in place and creating a proper seal." Then clear the air out of the line. GE suggests dispensing water for 5 minutes or 2 gallons, and Samsung suggests 2 to 3 gallons.
Samsung says that if water comes out with the filter removed, replace it. On GE models that use a bypass plug, GE says that if water dispenses with the plug fitted, "the water filter is the issue."
3. Thaw a frozen water line
If water stopped suddenly, check for ice. GE says "the water reservoir tank or tubing could be frozen." If the refrigerator is set colder than the owner's manual recommends, the same page says to "adjust the temperature to a warmer setting and allow 24-48 hours for the ice to clear."
Don't use a hair dryer. Samsung warns that using one to speed defrosting "will damage the refrigerator."
4. Check the water supply line and valve
Make sure the shutoff valve behind the refrigerator is turned fully on. GE says a saddle valve "must be fully open for the refrigerator to receive water." Whirlpool warns that piercing-type saddle valves "reduce water flow and are more easily clogged."
Pull the fridge out and check the supply line for kinks. Samsung says the refrigerator needs water pressure between 30 and 130 psi, and that a healthy line fills 6 ounces (3/4 cup) in under 10 seconds. If the ice maker has stopped as well, see our guide to a refrigerator ice maker not working.
How to reset the water dispenser on a fridge
To reset the dispenser, unplug the refrigerator or switch it off at the breaker for 30 seconds. GE says this resets the control. If the filter light stays on after you fit a new filter, look for a Filter Reset button. Samsung says to press and hold it for three seconds.
A reset won't thaw a frozen line or fix a failed part.
